That is James Marsters, who played "Spike" on Buffy the Vampire Slayer, playing a character in Torchwood, who is psychotic and a bit naughty, and absolutely NOTHING like Spike, nope, nosir, nosirree, not one bit. Except he's probably British. And Nuts. And likely a vampire, but NOT SPIKE.

I hope he is Spike. That gets me so hot. And in my dreams, they're making out. Shirtless. *drools*

(No seriously, it sounds a lot like Spike, and it would be some interesting crossover considering the non-closed except in non-cannon books final fight from Angel, but it sounds like this character is a lot like Spike. Only naked.)
