Buffy is not over.
The cast has another two years on their contract, as in locked in.
Buffy is moving to UPN, on Tuesdays, at 8Pm
WB is moving Gilmore Girls to fillin at 8, which sucks because I like that show and I'll never see it again, except in reruns.
Angel stays on the WB on Tuesday at 9PM

So Dawn is not going to turn into Buffy, Buffy is not gone for good, both are scheduled to be on the show. At least, that's what I've been reading in every online trade mag.
I assume budding witch Willow figures out that ritual that Dawn found, and something intervenes. I assume some, to use the term, Powers That Be, owe SOMEONE a favor.

As for Angel, the season finale was a letdown. It wasn't as exciting as I'd hoped. But, seeing Willow waiting for him at the end, and how he just knew, you could see it on his face, just by looking at Willow. I think both Spike and Angel were wonderful. I think it's fitting that the only one to the Scooby Gang to break was Spike. Although I think Giles is going on a bender.

Anyway, I'm going to watch the episode again and then post thoughts, I think.
