as far as i know, verizon has never allowed customers to upgrade a phone without also upgrading your plan unless you pay way too much for the phone or buy it elsewhere.

my last couple of encounters with their phone support have been surprisingly helpful - it may be an idea to update your plan, and a week later, call into the phone center and see if you can weasel your way into your old plan.
